Partnerships with local universities were created to deliver professional social work training programmes, complete with a greatly expanded practice teaching capability in the social services department. The reorganisation of 1991 gave the opportunity for training and staff development to be merged with the personnel function to produce a new Human Resources Section. This new section was in a position to and capable of developing a more imaginative and holistic view of how the organisation should develop.
It took little account of differences and subtleties in the public sector mentioned earlier (see, for example, Frederickson 1997; Hood 1991; Pollitt 1990). It did not accord with the values and culture of its workforce or indeed those of the political administration, a Conservative one in a county with, at that time, nearly a century of unbroken Conservative administration. In children’s services the purchaser/provider split was particularly anathema and inherently inappropriate given the nature of the service, the limited applicability of the model and the very immature state of the market.
