Opposition among conservative Democrats and Republicans coalesced, and Roosevelt failed to get any new measures passed by the special session of Congress he called in 1937. The ‘Roosevelt Recession’ of 1937–8 caused significant loss of faith and direction as well, with the Fair Labor Standards Act of June 1938 the last New Deal reform to be inscribed into law. Even in that short time frame, though, it is difficult not to see the substantial energy and activism of the New Deal as the ‘defining event’ of the 1930s, touching far more people than the Left ever did.

Prevailing racial assumptions were also disrupted as many impoverished whites found themselves on the same rung of the economic ladder as African Americans. For some sectors of society, these challenges called for the reinforcement of what they saw as ‘traditional’ ways and values: putting blacks ‘in their place’ through intimidation and segregation, for example, or discouraging married women from holding jobs in an effort to stem the perceived erosion of ‘traditional’ masculine authority. For others though, such traditions were thoroughly discredited.

Even liberal intellectuals who balked at actually joining the party could praise its apparent humanism. 12 The Popular Front policy of this period, looking more favourably on collaboration with Socialists and even backing Roosevelt’s New Deal in a show of anti-fascist unity, attracted further support. Yet despite all the apocalyptic rhetoric of the early 1930s and for all that the CPUSA and the Popular Front galvanized the American Left into action for specific causes, the evidence for a broad-based Marxist movement in the United States simply does not exist.
