The fact that the earth's climate has historically varied between rather narrow limits is testimony to the efficiency (and delicacy) of these feedbacks. This feature also permits the system to satisfy the global balances of heat; momentum and moisture through the contributions of several; sometimes competing processes. Diagnostic study of the distribution or partitioning of these fluxes among the various modes and components of the system reveals much about how the climate is maintained in a near-equilibrium state; and when such studies are made for a succession of climatic states; they provide important clues to the mechanics of climatic change.

Since the atmosphere and ocean are the only components of the climate system which may freely move, their interaction is of fundamental importance to the system's dynamical behavior. The ocean and atmosphere jointly accomplish the required poleward transports of heat and momentum, and the ocean's apparent share of these transports has been revised upward in recent years as new observational data have becrnne available. From this point of view, the oceans may playa greater role than the atmosphere in determining climatic variation, and atmosphereocean interaction may produce internal or autovariations over time scales of decades or centuries as indicated in Figure 2, even when external conditions at'e unchanged.
